If therefore the right of British
shipping to trade with non-open ports from
Hong Kong, a British port, is excluded by the
present Agreement, it would appear to be
illogical to offer any objection to the
Chinese should they place similar restriction
on British vessels trading from Treaty Ports,
namely, Chinese ports.
My Committee favour and have always
favoured co-operation with the Chinese on a
basis of reciprocity, but, with the two ex-
ceptions referred to above, feel that a too
generous attitude would be more likely to
develop an unreasonable attitude than engender
a reasonable spirit on the part of the Chinese
in connection with future problems.
